Timesheets are reverting to the old format for some users

Our company recently switched from TimeBill and WebExpense licenses to TimeBill Plus and Expense Plus. We also added TimeOff Plus. Although the licenses changed on March 1, 2020, we switched our users' timesheet templates over to the new format on Thursday, March 13th. 

Since then, however, I've had some users report issues with their submitting their time and, upon further investigation, I see that for some reason their timesheets have reverted back to the old template. When this happens, it causes issues with comments, time off reporting, etc. I've checked the users' accounts to ensure that the correct timesheet template is assigned it always is.

Why is this happening? Is there something I can do to prevent it?
