Time Off Accrual during Probationary Period of Employment

Many of our staff have a probationary period when they start employment. During this time, they accrue leave but are not allowed to take it. Currently, to do this we have to set the accrual to 0 and just enter a new policy at the end of the period setting the balance to be what they have accrued and then starting the accrual.  

Also, on a similar note some policy state that they accrue leave but can only take so much during the probationary period. For example, the staff might accrue 2 days a month of vacation but during the probationary period is only allowed to take 1 day/month.

It would be nice if there was a way to display the accrual amount but not allow them to use it or only use part of it during this period.
