Reports - Custom Text Fields

We would like to create a text field in Reports that would allow placing a text paragraph(s) at the beginning or end of each report (similar to a page header or footer).  For example, each employee would receive hard copy of their Time Off Balance report on the 15th and 31st of each month with specific language regarding usage according to the California Workplace Act mentioned below.

Effective 7/1/2015, we are mandated by California's Healthy Workplace Healthy Families Act of 2014 to provide said statement at each pay day (in our case, semi-monthly).  An electronic version is not acceptable.

Without this option, we are forced to run a Replicon report (twice a month) listing all employees by employee name and time off balance, export to Excel and then merge that file with a Word file that includes the additional required language.  Too many steps!
