Steps to report on custom user billing rates set up for users in projects

I am looking to find out how to pull out a report which shows the client name, project names and the rates that have been assigned to them.

Assuming that you know how to create and run reports in Replicon, here are the templates you could use.

Is there a way to create a report that will display custom rates by project by effective date? Each rate will have multiple effective dates that will kick in sometime in the future.

Thanks. This custom report did help. This report only displays data for Users that have been added to the project. Is there a way to display billing rate data for all users - even those users that are available but not currently added to the project?

No.  We assign rates/effective dates at the project level via the Billing Rates tab. All rates will change on 1/1/16.  I need a report to display all rates/effective dates for all USERS and AVAILABLE USERS for all projects.  At this time, we are planning to "manually" add the 1/1/16 rate to all "Billing Rate Name". 

The report that you suggested only shows data for USERS that have been assigned to a Project w/a Billing Rate. Is there a way to run a report to show display any rate/effective date that is available to be assigned via the PROJECTS / BILLING RATE tab?
