Project Manager permission set question

We are interested in creating a new permission set for project managers that would give them the ability to do everything a project manager does, minus the ability to change a project's billing status. I have played around with a test permission set but can't seem to find any one setting that would disable the ability to change billing status. Is this a possibility?

We would need clarification to the billing status that you are referring to. Could you help us with the screenshot or an example

When a project is created, it's either made billable only, billable & nonbillable, or nonbillable only. We want to know if we can create a permission set that has all the full functions and access of a project manager WITHOUT the ability to change the billing type of the project.

Hi Kelly,

Apologies for the delay in responding to this. The billing type of the project once set cannot be changed by anyone by default. As for Time and Expense Entry options, there is no way to currently limit that alone.

That wasn't exactly my question. The billing type can be changed if when the project is created, it is set to billable or billable & nonbillable. The only ones that cannot be changed after creation are nonbillable and fixed bid. Our problem is that project managers are changing billing types in projects from billable to nonbillable and vice versa when they should not be doing so. We then have to go back and reopen and correct timesheets to show the correct billable or nonbillable status. We were wondering if there is a permission set that would allow project managers to have access and edit rights to their projects but keep them from being able to make any changes to the billing type. I'm guessing there is no way but my boss wanted to me to find out for sure. 

Time and expense entry options aren't a concern.
