Permission access failure error

I am getting an Authorization Error with reason "Permission access failure occured" when trying to create a Project via the PutProject methods. This occurs only in one of our two Replicon instances and yet I can't see anything different between the permissions on the accounts in each instance. Is there a particular setting that I can check that could be causing this issue? Our 2 instances appear to be slightly different versions, with the problem instance showing a "Dashboard Beta" tab in the UI.
