calendar export into Outlook

We want to export time off into Outlook for our users so it automatically populates their outlook calendar- Both personal and team 'time-off' if possible. I have copied the URL from 'time off' into Outlook as per the instructions, however whilst this creates a Live Export outlook calendar that I can overlay on my calendar it does not block the time in my outlook calendar. The ideal is to have my own time populate my calendar for the time off taken (BUSY) and staff time to show as a note (i.e FREE). Has anyone had any luck in using this functionality effectively and can give me some pointers.
