There are many reasons why a user may not see Projects in a Timesheet. Is the user having issues locating all or selected projects in the drop down?
If the user is not able to see some projects, then any of the following could be the cause. * The user may not have been added to the project(s). * Department(s) are added to the project team instead of users, the user's department may not be in the project team list. If the user is not able to see any of the projects then, * The user's permission does not allow time entry against project. * The license assigned to the user does not include projects. * The user has not been added to any project.
If all the above criteria have been met, then the issue may be browser related. Try an alternate browser, alternate computer or a user (possibly and Admin) try accessing the user's timesheet as a substitute user. If it is a browser issue, then clearing cache and cookies should usually solve the issue.
