Timesheet approvals required after reopening/modifying

One of our supervisors brought this issue to my attention. After approving some timesheets that include other supervisors in the approval path, occasionally one of the supervisors will reopen and make adjustments to the timesheet. Sometimes when this happens and the timesheet is resubmitted, Replicon automatically reapproves the timesheet on behalf of those supervisors who had already approved it. But other times, it does not and they have to go back and approve it again even if no changes were made to their projects. Just wondering why this occurs and whether there is a way to set it up so that the approvers only have to approve the timesheet once, even if someone else reopens it. See picture for examples.

I defer to Replicon to give the final answer but I've had similar scenarios in Gen3 and attributed it not going to the supervisor because the supervisor is sometimes also project manager.  When that is not the case, then it does go to the supervisor. However, that is only if you are set up for time sheets to first go to project manager(s) and then supervisor last.  As mentioned, I defer to Replicon to give you the best answer for your scenario but have jumped in just in case your situation is similar to ours.

When I said supervisor I actually meant project manager. Sorry for the confusion! I'm the only person set up as a "Supervisor" in Replicon and I approve all timesheets. We don't have them set up to be approved in a specific order. All approvers can see the timesheets and approve them when they are submitted.
