Time Off Accrual Policy

I have been seeking a method of keeping both of our companies on the same bi-weekly accrual schedule.
Currently, the only option available allows for the accrual process to begin with the user's Start Date.
I have tried manually updating the Effective Date associated with the respective time off codes, thinking i the change would override the Start Date. This has no effect.

We do utilize the Policy Type of 'Set of policies based on users' anniversaries'. This is helpful when a user completes their 5th year of service and qualifies for an additional week of time off.

As it is now, very few of our users are on the same bi-weekly accrual schedule.

This becomes a huge issue when employees compare their available leave balances and question why one has more than the other.
