Resourcing reporting/dynamic display to show utilization broken down into billable, non-billable and time off time

We are a small consultancy and our work forecasting allocation percentage is done weekly and we need to be able to differentiate between:
  1. Total utilization (how much BILLABLE time a person/group of people is allocated to that week)
  2. Total allocated time (how much billable, non-billable and time off hours a person/group of people is allocated to that week)
  3. Total allocated time for billable and time off hours for a person/group that week.
We cannot forecast properly if we cannot differentiate between billable work and non-billable/time off allocation because we need to know how much of our allocation is billable, in terms of percentage, so we can forecast how much profit we will make each week and month.

I totally agree this should be a standard column in the reports.  There is a utilization column in the resources template, but it reports ALL hours regardless of billable or non-billable, versus available hours. 

I did get a report that works reasonably well using the "Task Time, Expense, Cost & Billing data template" report.  It has billable and non-billable actuals, just create this custom field:

(ActualBillableHours)/(ActualBillableHours + ActualNonBillableHours)

However: the available hours (the denominator in the calculation above) is not limited to 40 hours, so if someone does 50 billable hours and their standard work week is 40, utilization comes out as 1.00 instead of 1.25 as I would like.

If anyone has a solution to the 40 hour limit, I'd love to hear it.

What we would like to be able to do is to see this as an option on the project management/resources page as a different colour scheme. In affect you would have a visual representation for Billable and one for Non-Billable as well as the current In-Progress/Tentative/Over-Allocated/Time Off
