Missing Punch for Adminstrators

The system should allow for Administrator to either create a report of missing punches or on the payroll tab, under timesheet create a menu item to view missing punches. We as adminstrators have the repsonsiblity to make sure all employees hours are correct in the system so we have to review behind managers to make sure there are no missing punches.
