List the most recent expense first.
I'm far less interested in expenses from 5 years ago than I am in my most recent expense report.
In fact, I would challenge you to find anyone for whom that is true.
Just default list expenses LIFO (last in, first out). Since there is no "date submitted" column, you cannot even sort on that. It requires going to the end, waiting for the page to refresh, and then selecting the expense.
SOLUTION:
Default list expenses in reverse chronological order submitted or "Date" of expense sheet.
BEST SOLUTION:
Allow me to pick the order that expenses are displayed in a configuration: which columns and which order for each column (I really need only one, date submmitted, but I could see folks wanting to see them by some other without having to resort to a report to a query).
Also, include a "date submitted" column in the display.
