expense licenses

We have two employees that rarely create expense reports (1-2/year) .Is there a way to resolve this issue besides purchasing them a license for a whole year? Thanks

We keep a spare licence for this, but an option could be to uncheck the licence for an existing user and add the licence to this temp user for a few days while they complete and submit the claim.  When done, reassign it back to the original user.  I don't know if this violates the terms of service, but could be an option for you.
