Our current method is to rely on the supervisor's / employee's mutual tracking of the days earned via an Excel spreadsheet.
I am able to track Comp Time used via the time off module but need to see the Comp Time earned as a reference for supervisors.

Regarding the time sheet, currently our eligible exempt employees earn a Comp day if they work on a observed holiday, a weekend day or multiple days in a row above 12 hours. The employee records the respective hours worked and affixes a comment stating 'holiday worked, Comp Day earned'.
The Comp day is available to the employee for 90 days. If it is not used, it expires.
We would ultimately like to see a balance which is linked to a time off code (we do currently use one to identify Comp Taken). But we would accept a worked section balance which handles all of the above.It would also be nice to have it treated similar to the request for time off with regards to it being sent to the supervisor for approval.
In our previous version, 7.5, we were able to record a negative entry to time off codes for which I believe may have satisfied our request.

You can create 'Overtime Rules' that can help users bank the hours worked on the holiday by them or if the user has worked more than 12 hours. These banked hours can then be tracked in a report based on the Time off Balance Report Template.
This will help you track the Comp offs in a much effective way. However, there is currently no way to have the expiry date set up. Please let me know if this works for you.
I have attempted your configurations above and have failed on past, present and future time sheet.
I have changed the template to weekly, daily as well as bi-conditional. No hours or days were identified on the report suggested above. I used As of date for future, today and the past as well as entered the date range for the entire year.
I did see that the hours were being identified on the employee's time sheet under the overtime link, but never on the report.
Maybe I shouldn't have updated the user's configuration to include the newly created Overtime Rule ?
We are currently working on our new Absence Management product and one of the features we have on our roadmap is to support Time Off accruals based on the Timesheet information. Once we have this feature, tracking Time Off earned based on work hours would be baked into the Timesheet approval process.
The new Absence Management product also supports expiry rules by age.
