Add support for specifying billing rate to be used for calculating estimating billing when allocating a resource to a project

Currently, if a resource has more than one billing rate assigned on a project there is no way to specify what billing rate should be used when allocating the Resource to the project.  This can lead to inaccurate forecasting as the Estimated Billing calculation on reports uses by default the Project Rate (if specified) followed by User Rate (if specified) followed by Custom Rate (if specified) to calculate the Estimated Billing.

Therefore, if a user has both a Project Rate and User Rate specified for a given project there is currently no way allocate the user to the project for future months such that for some of the user's time would be to allocated to the Project Rate while the other portion of the user's time would be allocated under the User Rate so that the Estimated Billing would reflect the two different billing rates.

Thanks for taking the time to post this. This would make a good improvement. We are currently discussing ways to improve our project reporting and estimations, I'll leave this marked as Under Consideration and we'll review during future planning sessions.
